From 16 to 20 November 2026, the Open Parliament e-Network (OPeN) — together with parliaments, civil society organizations, academic institutions and allies from around the world — will host the ninth edition of the Global Legislative Openness Week (GLOW). What is GLOW? A week-long global initiative that brings together diverse stakeholders — parliaments, governments, civil society and citizens — to collaborate on making legislative processes more transparent, participatory and accountable. Dozens of events, conversations and publications take place across every region of the world, showcasing what parliamentary openness looks like in practice.
Nine years, one shared agenda. Since its first edition, GLOW has grown into one of the most consistent global convenings dedicated specifically to parliamentary openness. What began as a niche conversation has become a diverse movement, with parliaments, civil society and international organizations working together to translate openness principles into concrete practices. Each edition builds on the last, connecting new actors and surfacing the innovations, challenges and lessons emerging from every region.
This year’s edition will explore topics ranging from citizen participation and transparency to ethics and inclusion, and feature a spotlight global discussion on how artificial intelligence is reshaping parliamentary work — a theme that will be central to the OPeN main session.
How to get involved. We invite parliaments, civil society organizations, academic institutions and allies to organize their own events, conversations, publications or any other activities that help advance parliamentary openness in their contexts.
